The aim of the Social Solidarity Benefits Network of the Municipality of Korinthia “All Together” is to create a pillar of protection in the community, which makes maximum use of the solidarity economy by activating civil society and assuming the responsibility of local government to provide a qualitatively improved social protection state at local level, to address poverty in as many different sectors of social life of citizens as possible.
The aim of the Social Solidarity Benefits Network of our Municipality “All Together” is to ensure that there is not a single citizen who experiences material or social disadvantage. To support our economically weak fellow citizens both in terms of products and services with the ultimate goal of overcoming the vulnerability they experience and rely on their own strengths through the provision of assisting in the development of basic individual skills.
The Social Solidarity Benefits Network aspires to ensure in a holistic way a decent standard of living for our fellow human beings who face material and social deprivation, to contribute to the promotion of social cohesion and the fight against social exclusion, and at the same time, to strengthen the social responsibility and solidarity of citizens, local authorities, businesses and social actors.
Beneficiaries - Eligibility requirements
1.Beneficiaries
Beneficiaries of the Social Solidarity Benefits Network of the Municipality of Corinth “All Together” according to Article 1 of the present document are Greek citizens and foreigners who reside legally and permanently in the Municipality of Corinth.
- Condition for the inclusion of beneficiaries
They are the economically disadvantaged, in the sense of material deprivation, according to objective criteria, as combined from the level of income in relation to the composition of the family, the health status of the family members and the general property and economic situation of these, according to the income and social, actual, data and criteria as set out in more detail below.
- Income Criteria & Required Documents
The total annual real family income may not exceed:
- The amount of seven thousand (€7,000) euros for each single person family.
- The amount of the previous case will be increased by one thousand (€1,000) euros for each additional family member.
- In case of disability of a family member or family members with a disability rate of 67% or more, the amount of the annual family income defined above shall be increased by one thousand (€1,000) euros separately for each disabled member.
- It is noted that, for the cases referred to in Article 8 of this Regulation (student package) after taking into account the additional costs for student needs according to the reasonable cost of living of the ELSTAT, as a basis for the calculation of the annual real family income, the amount of 15.000€ is taken for families with two (2) adults and one (1) dependent child or one (1) adult and one (1) dependent child. The amount of the previous case will be increased by one thousand (€1,000) euros for each additional family member.
For proof of income the applicant must submit with the application form
- E1 declaration for the current financial year,
- A tax statement for the current financial year and, in the case of a separate declaration, the E1 declaration of each person and the tax statement of all adult family members.
For proof of disability
- the applicant must submit with the relevant application a KEPA certificate with a disability certification of 67% or more in force.
It is noted that, they are not counted towards the income threshold for membership:
α) other financial aids of a social nature or other benefits in kind from other social institutions or the Central Administration or the second-tier local authorities.
β) Loan instalment for the purchase of a 1st house up to the amount of 3.600€ per year with the presentation of a loan payment certificate.
γ) Rent for the 1st residence up to the amount of 3.600€ per year according to the income tax return.
Η the total taxable value of the family’s immovable property, shall not exceed the amount of one hundred and twenty thousand (120,000€) euros for each single parent with one (1) child, increased for each additional family member by fifteen thousand (15,000€) euros, up to a total of 180,000 euros.
The the total amount of interest on deposits of family members, in Greece or abroad, as declared in the last cleared E1 declaration, cannot exceed annually the amount of forty (10€) euros for a single person family, which will be increased by five (5) euros for each of the above categories.
Applications from families whose members, on the basis of their last cleared income tax return, are not accepted:
- They are subject to the provisions of the luxury living tax.
- Declare expenditure on crew fees for recreational craft.
- Declare expenses of more than one thousand five hundred (1,500) euros for tuition fees at private schools or post-secondary schools.
- They declare expenses for domestic helpers, car drivers, teachers and other staff, as specified in the corresponding codes of the E1 declaration.
Hosting or Concession:
- In the case of a stay of more than one (1) year, the total income of the residents is calculated.
- The hosting or concession is proven if it is indicated in the E1 declaration.
- In the case of a beneficiary who is temporarily accommodated in a hosting program for serious socio-economic reasons or for reasons of violence, abuse, etc., he/she continues to receive benefits.
Protected members:
- What is stated in the E1 declaration is defined.
Documents required for inclusion in social structures, programmes and services.
- An application to the competent department, which serves as an affidavit of the Law 1599/1986 regarding the declared data.
- A copy of the identity card and, in case of a passport, the valid residence permit of all adult family members.
- Certificate of marital status.
- In order to prove permanent residence, it is required the submission of the E1 declaration of the two (2) previous years from the year of submission of the application and, in case of a separate declaration, the E1 declarations of all adult family members or a valid lease with a lease start date at least two (2) years before the year of submission of the application or a certificate of constellation or any other document proving permanent residence at least two (2) years before the year of submission of the application.
- E1 declaration for the current financial year and, in the case of a separate declaration, the E1 declarations of all adult family members.
- A statement of account for the current financial year and, in the case of a separate declaration, the statement of account of all adult members.
- Act of administrative determination of the Single Real Estate Ownership Tax (EN.F.I.A.).
- The competent authority, in the process of evaluating the documents submitted, may either request the submission of further supplementary documents where necessary to prove the actual income of the family at the time of submission of the application, or carry out home visits for on-site social research to verify both the composition of the family and the living conditions of the family. For example, if the tax return for the previous financial year indicates income but an adult member of the family is unemployed at the time of application, the amount corresponding to wages may be deducted in the assessment of the application upon presentation of an unemployment certificate. Corresponding legal documents documenting changes from those declared for the previous tax year, both in the economic and social situation of the family, will be accepted upon their presentation.
- In special cases, families may be admitted with a specially justified report of a social research by a Social Worker without the submission of all the above documents.
- In cases where additional supporting documents are required in order to establish the age of minor children or the place of study, etc., the service may require such documents to be submitted in addition, provided that they are not mentioned in this Regulation.
The Social Grocery can offer to the beneficiaries of the Social Network of Solidarity Benefits of the Municipality of Korinthia ¨All Together¨, every month to cover their needs by offering grocery items such as fresh or dry long-life food, detergents and other personal hygiene and cleaning items, articles of clothing and household goods, and other items of clothing. baby food-development. The housing area of the Social Grocery, should be accessible to the supply and distribution of products and fully accessible for people with disabilities. Also the location of the building should provide discretion for the beneficiaries of the Social Grocery. In cases where this is deemed necessary on the recommendation of the service and the opinion of the Management Committee, the delivery of the products will be carried out κατ’ home. In particular, for the protection of the special group of children through the Social Grocery, the possibility of providing infant packages for underage members of families residing in the Municipality of Corinth and belonging to the respective ages of infants or toddlers while at the same time meeting the socio-economic criteria of this Regulation. Noted that the beneficiaries of other basic material assistance programs such as the TEBA or others, will receive the above-mentioned items from the Social Grocery only during the period in which they do not receive corresponding items from these programs after a spontaneous search of the service (e.g. time of distribution, frequency etc.).
The student’s package is a package that includes groceries and basic material assistance that will arrive each month in the city where he/she studies and resides each child, at no cost to the student or his/her family. In particular η student packages will be provided to students, dependent family members who reside in the Municipality of Korinthia and study and reside in other cities outside the Municipality of Korinthia, while at the same time they meet the socio-economic criteria of this regulation and are families beneficiaries of the Social Solidarity Benefits Network of the Municipality of Korinthia ¨Olioi Mazi¨.
Beneficiary students or a member of their family will submit an application with all the required documents of article 4 for their inclusion in the Social Network of Solidarity Benefits of the Municipality of Korinthia “All Together” and will also submit:
- A recent certificate of studies at a public university or public post-secondary school. Noted that the student’s package is provided to students of a post-secondary structure only in the event that within the Municipality of Corinth there is no corresponding public post-secondary structure, which will be identified after an ex officio investigation by the service.
- A valid tenancy agreement or a certificate of residence in a student residence.
The Social Soup Kitchen is the provision of ready meals to lonely people, homeless people, people with disabilities, elderly people who do not have the ability to serve themselves, or who cannot cook or do not have the basic equipment for this purpose, persons or families who are temporarily accommodated by the structures of the Municipality of Korinthia due to domestic violence or other kind of danger to their lives and who are beneficiaries of the Social Solidarity Network of the Municipality of Korinthia ¨Olioi Mazi¨. The Social Soup Kitchen may be provided either by municipal kitchens or in partnership with the kitchens of other social or private bodies preparing ready meals following donations or public contracts for the provision of meals. After acceptance of the initial donation by the City Commission, any additional donor quantities for the same donation will be accepted upon recommendation of the department and a decision of acceptance by the Management Committee. The aforementioned decision will be communicated without delay to the Municipal Committee of the Municipality of Corinthia under the care of the Service.
Regardless of the provider of meals or the distribution of meals, it is specified that the distribution of rations, which will be organized by the organizational unit of the municipality responsible for Social Policy, may be provided at predetermined distribution points or at home. The portions of the meals of the Social Ration provided will be determined according to the number of members of the applicant’s family. Where possible, a double portion will be given to each beneficiary, with priority given to persons in a state of asterism. As an auxiliary measure, during the integration procedure, the application may be accompanied by a specifically justified report of a Social Worker’s social survey and assessment of each case. without the submission of all the above documents. In exceptional cases (e.g. exceptional medical reasons, eviction, power cut, etc.), a person may be temporarily included in the Social Welfare Fund following a social investigation.
Beneficiaries of the Social Ration will not be able to join the Social Grocery for the provision of food, but will have the possibility to receive from the Social Grocery cleaning and hygiene items or other non-food items. Beneficiaries who wish to change the integration structure from that of the Social Grocery to the Social Soup Shop and vice versa, will be able to do so following a request which will be approved by the Management Committee on the recommendation of the Service. The Municipality of Korinthia may, on the day of a major religious holiday, provide the beneficiaries of the Social Supplement with a “Lunch of Love” aimed at strengthening the spirit of solidarity and social cohesion. The organisation and provision of meals may be carried out either by municipal kitchens, in partnership with kitchens of other public or private bodies or by means of a public contract for the provision of meals.
The Social Store can offer to the beneficiaries of the Social Network of Solidarity Benefits of the Municipality of Korinthia ¨Olioi Mazi¨ clothing, footwear for adults or children, household equipment, children’s toys, baby equipment such as cots, changing tables etc. and related items, new or slightly used in good condition and clean. All items must be in a condition that is respectful to our fellow human beings, otherwise they may not be accepted. The beneficiaries of the Social Pantry will be able to receive the aforementioned items outside the monthly regular distribution of food from the Social Grocery by arrangement with the service. As an auxiliary measure, in exceptional cases (e.g. asterism, a person threatened by violence, etc.), someone may receive the benefits of the Social Welfare Depository following a report of a social research by a Social Worker, without prior request for the provision of clothing or essentials such as clothes, blankets, sleeping bags, etc. which will prevent a possible danger to the person’s life.
The acceptance of donations for the items included in the Social Collection, due to their low value, will be decided by the Management Committee on the recommendation of the service. The aforementioned decision will be communicated without delay to the Municipal Committee of the Municipality of Corinth, with the care of the Service.
The Social Bookstore can offer to the children of the beneficiaries of the Social Network of Solidarity Benefits of the Municipality of Korinthia ¨Olioi Mazi¨ who are enrolled in any educational structure from Nursery and up to higher education institutions, bookstore items such as school bags, stationery and other school supplies used in the school life of pupils or students. In order to receive bookshop articles, pupils or students must present a certificate from the educational establishment stating that they have been continuously attending classes and have been promoted to the next class or semester. In addition to the documents specified in Article 4 of this document, the initial allocation of the above items requires a certificate of initial enrolment in the school or university unit.
The beneficiaries of the Social Pantry will be able to receive the aforementioned items outside the monthly regular distribution of food from the Social Grocery by arrangement with the service.
The acceptance of donations for the items included in the Social Collection, due to their low value, will be decided by the Management Committee on the recommendation of the service. The aforementioned decision will be communicated without delay to the Municipal Committee of the Municipality of Corinth, with the care of the Service.
The Social Clinic – Pharmacy can offer to the beneficiaries of the Social Solidarity Benefits Network of the Municipality of Korinthia ¨All Together¨ coverage of general medicine or other medical specialties at the first level of care and pharmaceutical coverage in medicines and preparations depending on the capabilities of the Solidarity Benefits Network. As an exception, the Social Clinic – Pharmacy may, if the availability of doctors or medicines makes it feasible, also serve the members of the Municipality of Korinthia who are not included in the registers of the Social Solidarity Benefits Network of the Municipality of Korinthia ¨All Together¨. The quantities of medicines provided to the beneficiaries will be in proportion to the needs of the beneficiary depending on the availability of the structure. A prior examination by a doctor and the presentation of a medical prescription is a prerequisite for the supply of medicines, even if it is a chronic disease. Medications and/or paramedical items that are not prescribed will be given at a frequency of one (1) time per month per item and per beneficiary depending on the availability and capacity of the Solidarity Benefits Network.
Medical services may be provided either through the recruitment of a general practitioner or through a public service contract or through the provision of doctors following a memorandum of understanding with the relevant Medical Association. Medicines or paramedical preparations may be made available either by donation, or by procurement through a public contract, or through a memorandum of understanding with the relevant pharmaceutical association.
The acceptance of donations for the items that are included in the Social Clinic – Pharmacy, due to their low value, will be made by decision of the Management Committee on the recommendation of the service. The aforementioned decision will be communicated without delay to the Municipal Committee of the Municipality of Corinth, with the care of the service.
The Social Laundry can offer to the beneficiaries of the Social Solidarity Network of the Municipality of Korinthia ¨Olioi Mazi¨ the service of washing the clothes used for their daily living with respect to the dignity that this ensures when there is a sense of clean clothes. The Social Laundry can operate either in partnership with other relevant social structures or through the provision of public contract services or through volunteers and associations. Priority will be given to homeless people and people living in unsuitable housing.
The acceptance of donations for items included in the Social Laundry, such as washing machines will be made by decision of the Municipal Committee in accordance with the current provisions on the acceptance of donations on the recommendation of the service and the acceptance of laundry cleaning materials due to their low value, will be decided by the Management Committee on the recommendation of the service. The decision concerning the laundry cleaning materials will be notified without delay to the Municipal Committee of the Municipality of Korinthia under the care of the Service.
The Social Hairdresser can offer to the beneficiaries of the Social Network of Solidarity Benefits of the Municipality of Corinth ¨Olioi Mazi¨ the service of haircut service in compliance in any case with the provisions in force concerning the operation of hairdressing salons. The Social Hairdressing Centre may operate either in partnership with other relevant social structures or through the provision of public contract services or through volunteers and associations. Priority will be given to homeless people and people living in unsuitable housing.
The acceptance of donations for hairdressing equipment will be made by decision of the Municipal Committee in accordance with the current provisions on the acceptance of donations on the recommendation of the service and the acceptance of hairdressing materials, due to their low value, will be decided by the Management Committee on the basis of a recommendation from the service. The decision concerning the laundry materials will be communicated without delay to the Municipal Committee of the Municipality of Corinth, under the care of the service.
The Psychosocial Support Programme in cooperation with the Community Centre and the Counselling Support Centre for Women-Victims of Violence of the Municipality of Corinth can offer to the beneficiaries of the Social Solidarity Network of the Municipality of Corinth ¨All Together¨ a holistic and personalised care, support and care of vulnerable social groups. To provide psychosocial and counselling support, linkage and referral to other services, job counselling, support for new mothers, services in groups or at home, to parents with children with the aim of strengthening parenting skills, groups of parents, young people or teachers with the aim of strengthening the normal psychosocial development of children, the prevention of child abuse and child delinquency, at the request of either themselves or the wider community.
If the corresponding staff is available, in addition to the above, services will also be provided, information and referral of the beneficiaries to all social protection services at local and national level through an organized networking with all public and non-public services and institutions as well as networking with other resources of the family environment and the labour market. At the same time, awareness raising and activation of the local community and promotion of volunteerism will be promoted.
The aforementioned benefits may be provided to the beneficiaries of the Social Solidarity Benefits Network of the Municipality of Korinthia ¨All Together¨ regardless of whether these beneficiaries are beneficiaries of other structures or services.
